Background

Extended producer responsibility (EPR) policies aim to improve the environmental and social impacts of products by holding producers and brand owners accountable for the entire lifecycle of their products.

EPR is being rolled out in the UK in October 2025. Charges for businesses are £423 per tonne for plastic packaging, £266 per tonne for aluminium, and £196 per tonne for paper and card.

Online marketplaces and vape suppliers will contribute to the recycling costs of the electronic goods they sell. This is intended to reduce the onus on UK-based businesses.

English councils have been allocated EPR funds of £1.1 billion towards waste and recycling services. The extent of funding for each area is dependent on various factors such as type of location (rural, town etc.) and levels of deprivation.
